CNR Beijing Sep.1 News( Du Ximeng reports) according to Voice of China 《CNR News》, the reform measures jointly launched by The Ministry of Public Security and the State Administration of Quality Supervision is officially implemented since today. Private car which was used within 6 years will be free from inspection.new car license exemption has been expanded. the original purpose of annual car inspection in our country is to detect potential risks and force vehicle to be scrapped.but many owner reflect that there is some problems during actual implementation.therefore, two ministries has made some adjustments on previous annual vehicle inspection.four aspects was stated in the 18 reform measures including car inspection service which is strict qualification management, standardized inspection behavior, improvement of convenience services, and enhancement of supervision and management.

Private small size vehicle within 6 years will not be necessarily inspected every two years. Li jiangping, director of the public security bureau of the ministry of public security, said that as the number of motor vehicles in China continues to grow, many places have witnessed the "annual inspection of the long queues".meanwhile, the automobile quality keeps improving, and the car owner maintains their car very often, therefore we made the above adjustment in new regulation accordingly .

Li Jiangping said for those used within 6 years not including operating vehicle and other small size bus that are to be inspected every two years, the owners can receive inspection passing logo only upon submission of corresponding evidence in accordance with road safety law and vehicle and vessel tax law and complete traffic accident. At the same time, for the existing hidden rules during vehicle inspection,new rules was strictly listed in new regulations.for example, the vehicle inspection institution has been opened or involved in operation by local public security and inspection department or its subordinate unit.in this regard,《opinion》 requires political department to disconnect with inspection institution.Li Jiangping said:to comprehensively promote the socialization and marketization of inspection institution, public security and inspection and its subordinate department are not allowed to participate in running vehicle inspection agency.public security police, quality inspection department staff and their spouse or children are prohibited from participating in running vehicle inspection institution in any form.those who have already been involved will be removed according to law.

While getting vehicle inspection right into market, supervision responsibility was referred to a higher position. New regulation proposed to establish car inspection quality supervision and tracing rules. Li Jiangping stated: we strengthened inspection agency’s responsibility and for cars has fatal accidents,the inspection institution shall be held accountable. The monitoring institution shall be punished in compliance with law if problems was found.does car owner have any view with regard to the new regulation issued by two ministries? Is the current policy perfect? Most of owners expects a lot when it comes to car inspection new regulation service improvement.for Mr.Mu who has moved from Tianjin to Liaoning due to work transfer,what he most concern about is offsite inspection.

Mr. Mu: due to offsite annual inspection,I have to go back to Tianjin to get an authorization letter. I must always take several days off to get back. Actually the inspection procedure is the same,but I just have to do that to cause too much time and money wasted on the way.《opinion》stated that in consideration of convenience of millions of owners who residents outside of their home, vehicle except large school bus and bus can be directly inspected in province.it is canceled to handle entrustment inspection in registration vehicle administration office.across-province inspection is expected to realized for the year to come.apart from this,related department will speed up building vehicle inspection booking platform. Mrs.Wang, an owner from Anhui province suggested that in addition to simplify the procedure and facilitate the owner, inspection standard should be more specified as well.

Mrs.Wang: I hope the annual inspection to be more refined and be able to detect out what 4S shop can not detect which really harm our safety rather than putting a line, clicking on speaker and checking the light, simple things like that.Li Jiangping , deputy director from Ministry of Public Security Traffic Management Bureau introduce that after implementation of the《opinion》,it still requires every department to get it refined.next, relevant department will continue to improve vehicle inspection rules.Li Jiangping: we will further refine relevant solution to ensure all reform measures is implemented. While we shall fully master the implementation situation and promote modification of traffic and safety law to improve vehicle inspection rules.at the same time, we welcome the public to report.those inspection institution having disorder management will be promptly cleaned up.
